Instructions
- Heat olive oil in a large skillet over medium heat.
- Add chopped onion and green bell pepper, sauté until softened, about 5 minutes.
- Add minced garlic and cook for another minute.
- Increase heat to medium-high and add ground beef, cook until browned, breaking it apart with a spoon.
- Stir in tomato sauce, tomato paste, sliced olives, raisins, cumin, oregano, bay leaf, salt, and black pepper.
- Reduce heat to low, cover, and simmer for 20 minutes, stirring occasionally.
- Remove bay leaf and adjust seasoning if necessary.
- Serve hot over cooked white rice.
